Massachusetts

E&O municipal rules may apply
The home inspection industry in Massachusetts is strictly regulated under a multi-tiered framework established by the Massachusetts Board of Registration of Home Inspectors, operating within the Division of Occupational Licensure (DOL).
Massachusetts enforces some of the country’s most protective laws regarding real estate transactions—notably banning real estate agents from directly recommending specific home inspectors to avoid conflicts of interest. Because the state’s housing stock features an incredibly high concentration of historic properties (Colonial, Victorian, and early 20th-century triple-deckers) alongside harsh, coastal New England winters, localized training and association involvement place immense focus on structural masonry decay, historic timber-frame mechanics, antique wiring systems, and ice dam mitigation.

State Regulatory, Compliance, & Consumer Authorities

Massachusetts operates an electronic tracking and licensing architecture that holds inspectors strictly accountable for structural reporting accuracy.

Massachusetts Board of Registration of Home Inspectors

Regulatory Authority
Agency: Division of Occupational Licensure (DOL)
Location: Boston, MA
Role: The ultimate regulatory authority. Composed of dedicated professional inspectors and consumer advocates, the Board evaluates applicant qualifications, issues credentials, publishes the official Standards of Practice (266 CMR 3.00-4.00), and handles disciplinary consumer hearings.

DOL ePLACE & Financial Responsibility Division

Enforcement
Role: Enforces mandatory licensing thresholds. The state strictly requires that any practicing inspector carry a valid Errors and Omissions (E&O) insurance policy with a minimum aggregate coverage of $250,000. All applications, insurance updates, and notarized CORI (Criminal Offender Record Information) background checks must be maintained electronically through the state’s ePLACE portal.

Massachusetts General Law Chapter 112, Section 87YY½ (The Consumer Fact Sheet Mandate)

Legal Provision
Role: A critical legal dynamic for Massachusetts real estate. By law, real estate brokers are explicitly forbidden from giving a buyer a targeted, single-choice list of home inspectors. Instead, they must distribute an official, state-produced “Facts for Consumers” sheet and point buyers to the complete public state directory of licensed practitioners to ensure zero collusive steering.

State-Approved Educational & Two-Tiered Pathways

Massachusetts strictly bans distance/online learning for both initial pre-licensing and mandatory continuing education credits—all hours must be completed in an approved face-to-face setting. The state operates a rigid, two-tiered licensing track:

Associate Home Inspector

Requires a high school diploma/GED, completion of a 72-to-75 hour board-approved physical classroom training course, passing the National Home Inspector Examination (NHIE), and executing at least 25 directly supervised home inspections in the presence of a fully licensed inspector.

Licensed Home Inspector

To advance, an applicant must work as an active Associate for not less than one continuous year, maintain clean background metrics, and log an additional 100 home inspections completed under direct or indirect supervision.

Massachusetts strictly bans distance/online learning for both initial pre-licensing and mandatory continuing education credits—all hours must be completed in an approved face-to-face setting. The state operates a rigid, two-tiered licensing track:

The National Home Inspector Exam (NHIE) / EBPHI

Compulsory Exam
Role: The compulsory examination standard officially integrated into the Massachusetts Board’s licensing prerequisites to verify core structural, electrical, and mechanical mechanical competency.
